I guess there is some huge heavy fans spinning there and they can't stop suddenly due to the momento – so if power goes out, the wind will go out slowly and let down the “skydivers” safely. Also it may be some kind of recirculation system, so the air that goes out at the top goes thru anouther shaft back to the inlet again (wich saves a lot of energy for the wind tunnel) – if that's the case it will take even longer time for all the moving air to stop also. … …
